What is the best filter to remove this(or something like this) noise:

I would prefer to work on this through(via) pre-loaded filters in VirtualDub(VirtualDub 1.9.11 + Filters)

That cannot be resolved in VirtaulDub, and even Avisynth is iffy. This needs to be addressed with the signal before ever digitized.

So as not to duplicate conversations, continue in that other thread.
