i have some simple questions :

if the source is a DVD movie, ( a very good quality ),
what is the need of any filters to AVISynth script, except these which are serving video and audio to encoder, for making a VCD with proper quality ?

isn't the encoder, and only, culpable for the quality of the produced VCD ?

and a last one
what are the differences between Free and Plus version of TMPGEnc ?
is it about speed or quality

Well, i'm no expert, but i think i can answer your question.

The need for the filters is to cut out the information from the video file that we cannot really see. We know it's there, but we cannot see it. By cutting out the details that are not visible we can make the file sizes smaller, and are able to fit more onto a single CD-R. By cutting out such details we can also increase the resolution to 528x480(576) or 704x480(576) which makes the quality even better than a standard VCD.

About TMPGEnc, i believe the only difference is that the plus version allows you to encode MPEG2, whereas the free version only allows MPEG1.

Although it is still the encoder that determines the final quality, the image can be cleaned up, so that the encoder makes better use of the available bitrate, resulting in better quality.
