Change Video from 4:3 to 16:9 ?

I have created a stream video (mpv) with the flag setted to 4:3.
It is possible to change such value in 16:9.

My film, naturally, is been encoded as anamorfic.

Yes. Just use the program DVDPatcher.
Search google for it.
