51 minutes of playtime where
In the DVD player's display
That's usually caused because you encoded MPEG-1 VBR, and standalone players don't understand MPEG-1 VBR in VCD format.
Did you drag your MPEG file into Vdub, and check that the complete movie is indeed there

Open TMPGenc, click on the "MPEG Tools" menu option, then Multiplex, and choose the option "MPEG-1 Video-CD Non-Standard" "after" you add your audio and video streams.

Take a look at this guide: http://www.kvcd.net/guides/kguide/kvcdguide.htm
Which explains step by step the audio encoding process, with HeadAC3he.
Specially here: http://www.kvcd.net/guides/kguide/kv...ep_3._Encoding

Edit: Just make sure you check the "Resample to: 44.1Khz" option.

We're talking about audio encoding, and multiplexing
You don't need MovieStacker for that

ok so i have split the audio and video with virtualdub first i did the audio--->full precessing mode, then compression--->no compression (pcm) clicked on that and saved as .wav then i used headac3he to convert from wav to mp2 and got a file of about 650MB for the sound. Then i did the video but first i went to the audio tab and set it to no audio, then i for the video i went with direct stream copy and save as avi and got a 375MB file size for the video. But then when i went to tmpegenc to simple multiplex i added the video but when i tried adding the audio it say "illegal mpeg stream"

You can stop all your actual actions. The time reported by Nero has NOTHIGN to do with the playing time of the video. It is just related to the size in megabytes of the mpeg file you want to put on the disc.

51 minutes means that your file is near 510 MB. In other words, your mpeg does not use all the place allowed on the CD (807 MB).

You must learn how to determinate the correct CQ to encode your movie because you used a CQ too low.

Look for CQMatic, here on the forum.

There is no common CQ. The CQ must be determinated for each source. That is where tools like CQMatic can help you.

This seems very close to double posting.
Please try to post all the questions regarding this particular encoding in the same thread
Also, have you tried encoding a DVD source instead of a AVI?
It's better to start with VOB files, you know?
Cheers
