Theorically all. This is a requisite of MPEG.
You can't jump to a P or B frame. If you absolutly need to jump the the frame "xxx", then the frame xxx
must be an I frame.
HC now, and encoder like Tmpgenc or CCE before, can be told where you absolutly want to have an I frame, in order to put a chapter point during authoring.
But if you don't bore to have the jump point that is some frame after the actual "xxx", then don't mind : all authoring tools jump to the next I frame if frame "xxx" is a P or a B.
