Templates are just that. "Templates" with different settings, to encode at different resolutions with different parameters. Look at TMPEG. It includes many templates.
avs is an AviSynth script.. Read here:

MCE templates (or configuration files) are different from the ones in TMPEG. I don't use MCE, so I can't tell you the details.

Remember we are re-encoding, so you'll never get the same quality as the original.
If you want to compare against other encodings (VCD, SVCD), then your answer is that you'll get better quality per media with KVCD techniques, than with any other "standard" VCD, SVCD encode.
