The old PocketPC templates were thrown away, because you can get better results with the ULBR.
Just set the resolution on the ULBR to the resolution on the Pocket PC. My encode was 320x176 for a wide screen movie.
Also, you should encode the audio at 64Kbps with HeadAC3he, and use "Joint Stereo".
Change the MIN bitrate to 0, and set the MAX to 256Kbps.

PLEASE, view it on WMP at it's default resolution. Don't try to zoom, because it will look crappy. It looks really fine at it's encoded resolution of 320x176, and that's the way it will look on a Pocket PC
