Sorry!, have to say no
If you lower the CQ below 70, quality will drop very rapidly.
However, lower the resolution to 352x240, and increase CQ to 78.
It'll fit, with VCD quality, and no blocks on high speed scenes.
For cuttong, try an older version of TMPEG, version 12B is the best for cutting and keeping audio in sync.
I reported to Pegasys-Inc the cutting and audio/video problems with the latest versions of TMPEG. Let's hope they fix it in the next version(s)
