Meaning of "Standard VCD" just sets flags, etc, in the MPEG-1 stream that are 100% defined in the VCD standard. Like VBV buffer size, 352x240(28
, audio 224Kbps, fixed constant bit rates for audio and video, fixed packet size, etc.
Anything that deviates from the VCD specifications, but stays inside the MPEG-1 definition, would be just an MPEG-1 stream.
There's also the CPB ( Constrained Parameter Bitstream ) which is a limited set of parameters to allow interoperability between decoders and encoders. Thanks to the CPB, which many DVD players conform to ( in the MPEG-1 decoding ), we can enjoy KVCD's
