Chances are poor that it will works after that on the DVD standalone but why not...
Why not???

If you re-encode your movie(s) after outputting the folders I can't see any problems.

As soon as I have understood your sentence I wwill try to answer

What do you mean ? I'm just telling you that I don't think many standalone will read a MPEG2 DVD at the fps of 23.976 that is not pulled down.
Perhaps the ones that already read divx at this fps, but all the others... ?

Now I don't understand you.

If he has a Video 23,xx fps and TMPGEnc DVD Author doesn't exapt then you can make a 29,xx fps Stream and TMPGEnc DVD Author read it and you can Output the File(s). Then you re-patch the Outputting file(s) to 23,xx fps. Or I realy misunderstand you?!

No but you still don't understand the the problem will come AFTER that : when you will try to read the DVD on your standalone. 23.976 is not a framerate that a standalone can read, that's a fact. It's internal clock is designed to handle stream at either 25 or 29.970 and it can't adapt itself to an other thing.

We don't burn DVD just for the pleasure of using our burner, we use to read them one day
