I burned a compliant SVCD with nero, and the Apex 1200 plays it just fine. I am not sure what the problem is, but I will try varying each parameter to match your template to see what it does...

A DVD rip is an mpeg file. TMPGEnc can be used for this purpose, but if the source was not telecined, then you cannot just convert to 23.97fps.
