Several questions will drive suggestions:
- What is your budget? for a camera, and for accessories such as microphones, editing software, etc.
- What do you intend to do with the video (who is the ultimate used/viewer and how do you intend to distribute it)?
- How serious are you about editing the video, adding effects, etc after you shoot it?
- Do you intend to work with legacy formats (e.g., VHS, Video8 and SD material), or will it be all now video shot in HD?
- Are you looking at doing this as a private personal hobby, offering services to friends and family, or as a cottage industry business?
- Do you currently have gear beyond the cell phone?
- Do you have any experience with photography?
FWIW, many modern cell phones can yield video as good or better than camcorders of bygone days, and the updates to the good old SLR camera have also added excellent video capabilities.
