Fun fact: JVC VCRs also have power cords that connect to computer power cords (IEC C13). So the end of the cable is easily exchanged with whatever the computer cord is in your region (North America standard, UK mains, europlug, whatever). About 2-ft section (0.6 meters) comes out of VCR (off internal boards), terminates into C14. Connect C13 to wall outlet (or rather UPS).
Additionally, all PAL JVC VCRs (at least from the post-1996 models I've tested to date) have worldwide PSUs, merely with different plug shapes at the end of cord. So I've opened my PAL units, removed the plug from the motherboard or power board, and replaced with an NTSC standard plug (that I swiped from my "VCR graveyard" attic decks).
If you really want just a power cable, and cannot source anything local, then I'd reach out to VCRShop (Branko), tell him I sent you, see what he has available. Odds are that he has spare parts like I do -- but him PAL, me NTSC.
