I am attempting to capture two NTSC SVHS tapes with PAL multi region machines. I have the same results on two different VCR's. One has a TBC and another test VCR does not. One tape has heavy Ghosting around the hour mark and a fair bit of stutter later on. The other has frame stutter in some parts of the tape. The issues exist at exactly the same times on each tape whether being played on TV or in capture. 0 frames are dropped in capture.

I have come to the conclusion these tapes were botched in the original tape transfers, however.. Am I missing something? Could a dedicated NTSC player fix these issues or am I clutching at straws?

It could, since TBC is only active in the official VHS standards, PAL60 is not one of them.
