So this deck plays fine and loads fine but im getting some distortion on the picture. I cleaned everything pretty well. I tried S-video as well and still get the same playback. I added a video. Anyone have issues with this as well?

If it is not in the tape it could be a ground strap issue of the video drum that needs to be cleaned.

I do not think its the tape as it happens with multiple tapes. I do not see a ground strap on the service manual. Do you have a picture of what it looks like?

Some camcorders do have a ground arm, some may like to call it ground brush, Not sure about your model though, But the head rotor has to be grounded somehow, via a ball and a spring maybe, I don't think bearings are a good ground path.

Can only really be a few things. I'd say most likely is bad capacitors somewhere, but could also be a grounding issue as others have mentioned. Looking at a 12voltvids repair video, I see this model has a metal arm that goes to the center of the drum, so odds are if that's still there and the arm is making good contact with the drum, it probably isn't a grounding issue.

Reason I say it's not worn or broken heads is because you have many frames that do not have any noise at all and that probably wouldn't happen with damaged or dirty heads.

I was kind of shocked to see how much those EV-C100s go for on ebay since they don't have line TBCs...

It doesn't matter, All players use some sort of grounding method to keep the rotor and heads free of static charges which can cause a noise similar to that in your sample. It's even worse with those home decks, they were heavily used compared to a camcorder that is occasionally used and put back in storage.

I agree I was thinking a cap somewhere. I was thinking the head amp but it is a tough to get to. It has 2 cables one white one orange on it and is soldered at the bottom.
