I added a video of this here. I'm guessing its caps? Its not as bad on some tapes though. It looks like little white pops. Obvi heads vs caps. I'm looking for some guidance.

Hard to say. I don't really do much testing before refurbishing them, so I can't tell you what is common on not-yet-refurbished units. I do hear a squeaking noise that might be a clue if something isn't moving smoothly in the transport as well.

Usually capacitor problems tend to improve the longer the machine has been turned on/warmed up, but not always. I've heard different stories of people getting different results based on having the top cover on versus off, though off does increase the chance of it being exposed to ambient electrical interference which could possibly produce comets as well.
