I missed to follow up with this query on an old thread here..

LS says "Anything out 16 and 235 are illegal values for NTSC.....PAL values differ, "clipping" less of a problem." I am digitizing PAL Hi8 tapes and have been trying to adjust card proc amp to stay in the 16 - 235 range.

What are the legal luma values for PAL?

Thanks.
