The most obvious immediate issue is the noise and artifacts.
- There was clearly no line TBC used on capture, no NR.
- It appears that a deinterlace has caused jaggies in the text, though that may also be a side effect of the TBC-less capture (as even QTGMC cannot overcome all issues).
The frame rate is 24.763, which is wrong for anything. Use MediaInfo to confirm.
Resolution is a wrong 7

It's impossible to ascertain aspect ratio (AR) from this sample. But my instinct is "no", because there is a glaring offset on the left side, likely even some stretching.

Nah, myth, "old wives tale". Clarity is determined by more than resolution. "On paper", yes, more. In reality, negligible. 480 vs. 576 is sort of like comparing a 16" tire to a 18" tire. If the car sucks, tire size won't matter. I literally never see a PAL tape and think "wow, what resolution!" If anything, PAL tapes can be a bigger PITA to track/stabilize (hence BEST).
