I am having trouble getting color videos to show up from DVK. Here is my setup for 8mm video cassettes. Sony Handycam model CCD-TRV21 to JVC SR-MV45 to DVK-200 to Hauppauge WinTV-VHR950 to windows 10 pc using OBS because I cannot get VirtualDub to show any video.

Putting aside OBS....
It's okay for testing here I imagine.
I don't know this device (the Datavideo unit), but eliminate it if connections allow and retest.

Yes, I have tested it without DVK, it works. I just added DVK to workflow as a TBC to clean up quality.

That's terrible advice. You should never randomly add, nor remove, devices from a workflow. Especially when you don't even know what the devices are!
FYI, it contains a weak frame TBC, and is more of a TBC(ish) as the TBC inside isn't really intended for passthrough type operations, but rather for the function of the signal within the unit (aka chroma keying). It requires a good line-corrected signal to work well at the whole-frame level. The main advantage here is it's cheaper than an actual TBC.

To eliminate a keyer to see if it restores colour?
Colour goes, remove keyer, does it come back? Quite a good way to determine where the fault is if you ask me? What would you suggest?

Remove for troubleshooting, yes.
Remove permanently, no.
Did I misunderstand your comment about eliminate? Did you mean just for testing?

I don't think it's particularly controversial a statement? Especially as it's a keyer, which depending on how it's set up could well be removing chroma? That was my hunch anyway?

Ahh, gotcha. 
Details are missing here. I was the one who set it up, then locked it for capture use as a TBC only. Unless it suffered some sort of shipping jostle, and got knocked wonky (reset), it should be fine.
The bigger issue here is inserting s-video cables. If you try to use a fat-header cable, it may prevent fully seating in the socket. And that causes B&W. I'd heavily bet on that being the case here. I know, because I did the same thing when I first plugged it in!  New cable, done.

Any s-video cable without a fat header.
And actually, fat headers are less common than standard round headers. Brands like Monster are infamous for their ridiculous fat head cables. It's claimed to be "shielding", but it's nonsense, as it's not really the header that needs the shielding (just the wire).

Both round heads. The gold S-video cable head doesn't go inside the DVK socket, but the plug itself is long enough to fit in OK.
The whole of the red-taped plug (my colour coding system) just fits inside the DVK socket.
They are nothing special, in fact I got the silver one (6 of) for $1 each!
