I was remembering something here. Since I said we had a lot of NTSC equipment here in Brazil (camcorders aswell), is there any chance the recordings are NTSC? When I did my transfers, the tapes were mostly NTSC, with the exception of 2 that were dubbed (someone dubbed VHS-C tapes to a regular size one so they could reuse it instead of buying new tapes for the camcorder) and the VCRs converted the signal to PAL-M for recording. They were home recordings made by my mom, who at the time used a Panasonic NTSC camcorder.
That would be a nice way to check. If your in-laws have a VCR there to test, they could try it. Our models all have a color system switch or setting on the menus. That would be even more easy for you. Set the machine to NTSC only and play the tape. If the output is black and white with colors trying to come in, that is a PAL-M signal.
