VHS to DVD with $150 budget?

I'm trying to preserve videos of my family from 20 years ago by putting them onto dvds/external hdd, I've been reading everything I can about the process and noticed you to be very knowledgeable and I am coming to you in hopes that you could help me.

I have a Hitachi VHS FX600 VCR. About 40x VHS-C TC-20 tapes (different types like ER, EHG, EX) using a VHS-C to VHS adapter, about 10x SKC T-120 SuperHQ VHS tapes, and a few 8mm tapes.

I'm not sure what the best approach is and could really use your expertise.

that is very tight, but it can be done if you are a patient and savvy ebay shopper.
i think look for a better vcr with TBC and perhaps an JVC LSI chipset dvd recorder.
i have snagged TBC VCRs for under $100 before and LSI recorders can be found under $50
the 8mm tapes should be done with a Sony Hi-8 Handycam with TBC
use S-video for everything

the compact tapes you should re-shell into full size VHS shell
if anyone needs donor tape i have plenty i can sell for just the shipping cost

you can use your hitachi deck for previewing tapes and rewinding - (saves wear on a good deck)

unfortunately the budget does not have room for an external TBC which is a very good idea as well

you can always resell this gear after your project is done too
