Do you have a link to sound forge?

If you want to try a commandline program, try SSRC.

Hmm I have different experience from yesterday when I was trying to
resample 32khz -> 44.1khz with HeadAC3he. I simply didn't work. When
I was checking the box "resample 44.1khz" as soon as I pushed "start"
button in HeadAC3he it did uncheck it automatically and as a final result
I've got mp2 file 32khz. I believe so it's some kind of bug in
HeadAC3he or something like that.

I loaded my wav file in GoldWave resample it there to 44.1khz and after
that converted it with HeadAC3he to mp2 44.1khz. It works great.
