it only applies to SVCD because of MPEG2
(interlacing is not applicable to MPEG1 standard)

did you ever expect to get a noisy video
signal of a DVD?

short SloMo or FF effect is done by
the player to maintain A/V in sync. And it depends on your encoding and the quality
