A DVD won't copy. It's a DVD that I made about 10 years ago. How would I extract the files that is on it in order to make a brand new DVD with those files?

Assuming you have cleaned your disc and optical laser in the correct manner so that can be ruled out, there is software out there, paid and free, that may help. I have heard good things about Unstoppable Copier but I don't know how it works on DVDs. It is free, however.
