Missing video part in VIDEO_TS folder?

I have a problem with extracted .vob dvd files.

I have VIDEO_TS folder (se screenshots) that show consecutive .vob files. But the weird part is that VTS_01_0.VOB is the menu sequence, not the video. My task is to concatenate all vob files into one, but when I do this the first part of the actual DVD video is missing.

However when I play the DVD through VLC it contains videos.

Is there fix for it?

Give us a screenshot of the folder's "details" view so we can see how big each file is.

I'd try DVDVOB2MPG.
