I never even saw VHS-C cases in the 90s, when the format was popular.

Probably better off just buying 50 tapes in bulk at a discount price (hopefully). Whether they're new or used it shouldn't be difficult.

Buy the tapes with cases, toss the tapes, keep the cases? Seems wasteful, but yes, it may be the only way. Not that buying new VHS-C tapes is necessarily any easier, mind you!

OP didn't stat whether they need the cases for their own personal vhs-c tapes but, are there any alternative storage options if that's the case (no pun intended, lol).
