Running Win11 with an installed firewire card. I can connect my Sony camera via Firewire to my computer with no issues. But I trying to connect my deck (HVR-M25) via firewire but not getting it to show up in device manager?

Try DV, and also there is an option for A/V to DV or something like that, try to set that to ON.

Possible bad firewire output, Do you have another computer or another device with firewire to test with? How about connecting the camcorder to the deck, does the deck detects the camcorder?
