Can the JVC HM-DR10000EK output component video through it's scart, using a suitable scart to component cable? I don't mean using an electronic converter, but a cable as I am aware some scart sockets could output component video on some devices.

According to the manual, the VCR can only output composite or S-Video via the SCART socket.
