Passing through the TBC and ATI is probably better for sync than going direct but it will add some tiny amount of noise.

My card has black capacitors with a blue stripe. Probably bought in 2004.
It also has TB400-2541-02 written on it at the top....

Both the DataVideo and Cypress (AVToolbox) format converters only work when the signal is being switched.

PAL > NTSC = TBC on
NTSC > PAL = TBC on
PAL > PAL = TBC off
NTSC > NTSC = TBC...

You cannot use onboard audio, and the Turtle Beach Santa Cruz is suggested for Windows XP systems.
(Bonus: Those cards are easy to get, and about $20 on eBay.)
