Service to capture damaged crinkled Hi8 tape?

I have one tape (so far) that's physically damaged. There are visible scratch marks on some parts of the tape, the roller mechanism appears to be jammed.

I think someone with expertise would need...

Yep, I'm using an Nvidia RTX 3080 Ti. Unfortunately that is my only GPU as my build does not have an integrated GPU. I'm just glad I was able to get this working without completely losing my mind.
