Magnavox VR9010AT01 distorted picture even after cleaning head

I've tried cleaning the head with Isopropyl alcohol and clean printer paper. The first time I used 70% and it worked for 20 mins, then went back to distorted picture. I've tried about six more times with 91%, and also cleaned the metal parts pulling the tape in. But nothing's working.

Is the VCR just junk now?
