How and with what tool can I remove these small retaining washers without damaging the parts?

looks like a circlip try a circlip pincher

Remove circlip with correct size (small) circlip pliers. But why do you want to remove that circlip? Normally they should not be removed when service mechanism. Only if particular plastic gear is broken. And keep in mind you should assemble it back step by step exactly in accordance with SM. Otherwise you will get non-working mechanism. I have seen several non working mechanisms because someone tried to "service" them without knowledge.
