I have a JVC D630U.. it had some display clock issues and buzzing. I recapped the power supply and that fixed all of that. On power on it tries to load then it makes a strange noise. I'm thinking maybe something with the loading motor? It powers off after that. Vid attached.

Sound is optional on the video i suppose...ain't got none (edit: nevermind player issue)

Try to relube the reels shafts, best guess

As a service technician I sometimes use a simple stethoscope but without the diaphragm attached, just the bare tube, to locate the source of the noise. I move the end of the tube around until the noise is the loudest. In this case the noise may be coming from underneath the metal chassis plate which might make it more difficult to locate precisely.

With no cassette loaded the supply hub shouldnt be turning at all as it achieves nothing. Reversed polarised capacitor somewhere?

something else must be up.. the heads dont spin on power up which I tink is supposed to happen at least initially.

You're right on the money it should spin at startup , something's up with the 9V supply maybe
