15fps issue in VirtualDub 1.9.11?

I have two setups, running windows 7, vdub 1.9.11, and ati 600 use capture cards.

In VirtualDub, there is a small window in the lower right hand side in what is called the capture status window. It is right next to the 29.97. I have it highlighted in the image attached. On one machine it is always around 30 fps, on the other it is usually around 15. Once you start capturing it goes blank. If I change to video overlay it goes to 30, on video preview it is on 15. Pretty sure I have the same settings on both machines.

Any clue if there is something I missed? Does it make a difference? Is this machine capturing a 15fps source?

Are you saying the preview looks choppy like 15fps?

As shown in the attached picture, that field shows 15 fps. Making me think something is wrong.

I did do the same tape on both machines last night to make some comparisons. Going to go look now. Also going to reinstall vdub an huffyuv. Even though I am capturing at 29.97, I am paranoid it is capturing a 15 fps source for some reason. Not exactly certain what that field is. Is it actually capturing a 15 fps source or is that just what it is previewing at? That field goes blank when I start capture. Using DCR-TRV340s on each machine as well.
