No, it isn't a JVC clone.

1989: Philips VR 6948 (no TBC)
1990: Philips VR 6785 (no TBC)
1994: Philips VR 948 (similar Grundig GV 470S, Siemens FM739 V6, no TBC)
1997: Philips VR 967 (similar Grundig GV 670S, no TBC)
1997: Philips VR 969 (similar Grundig GV 690S, no TBC)
1998/1999: Philips VR 960 (PAL device no JVC clone!!! it's a Philips, no TBC)
1999: Philips VR-1000 (based on the JVC 7600, TBC)
1999: Philips VR-1500 (based on the JVC 8600, TBC)
2000: Philips VR-1100 (based on the JVC 7700, TBC)
2001: Philips VR-1600 (based on the JVC 8700, TBC)
2002: Philips VR-1200 (based on a JVC; no TBC!)
I am not aware of any other models in PAL country Germany apart from one D-SVHS device.
Attention: NTSC devices with the same or similar description can be completely different devices such as the Philips VR 960 (NTSC version is called 960B and looks like to be a JVC clone according to user reports)
