I wish Live2 and GV-USB2 cards were not so "meme'd" online, over-suggested. The cards have issues. So many posts like this these days.

Let's start here.
VLC is a player, not capture software. Yes, I know, it "can" capture, but quite poorly.
Have you tried
VirtualDub 1.9.x yet?

Has anyone else experienced this?

Yes, that, and so many more. The Live2 is not worth the hassles. The quality isn't Easycap/Elgato (Easycraps), but cooperative usage is the issue. Quality is fine, when it works, if it works.

I thought initially that the svideo port on the ES15 may have failed or shorted out, but now I am wondering if the hauppauge device has failed.
|
Perhaps.
Can you rule out, or rule in, the ES15, by connecting it to a TV with s-video?

Just trying to pin down what is at fault as both laptops are emitting different behaviour (one says it can't start the device the other does but no video).

Scientific method at work.

I have also fully uninstalled the software and installed the latest software and driver (it's the latest version of the USB Live 2 device too).

Hauppauge software is nasty, likes to octopus itself into Windows. Even the "removal" tool doesn't 100% remove, I've found myself deleting manually from the registry.
Also, every time you change the USB port, the card reinstalls itself (sometimes silently). So your "one card" could have 25 installations, and that makes a huge mess. This is true of any USB capture card, but Hauppauge card installations start to degrade. I've had to reinstall an OS more than once, just because it was easier than manual cleanup.
