What is JVC's 3R and does it improve the picture quality?

I've stumbled upon a few JVC vcr's with a function called "3R". Is such a thingy of any use? Does it significantly improve the picture quality?

Finding out about "3R" is a bit tricky since it's such ashort word to google.
