Remove noise streaks from former VHS rental?

Hey there!
I have an AG-1980 -> TBC-1000 (also have aDMR-ES10, which didn't seem to help this problem on the first pass, so I ditched it for the second).

I'm getting a lot of noise on my playback and capture. My heads aren't the problem. I've had perfectly crisp pictures from newer tapes very recently. However, I acquired some former rentals and they have some artifacts. I would love to know how to clean them up. I need to learn this.

I'm struggling. I've spent hours trying to figure out what to do, and I feel more confused than when I started. I have Adobe AE, Virtaldub2, and AVI Synth capabilities. Any suggestions would be greatly appreciated.
