Would it be better to feed the s-video out of a high quality none TBC VCR through a DVD recorder that removes tearing like the Panasonic DMR-ES10, then through an external TBC.

OR

Get a VCR with a good internal TBC and run that through an external TBC?

No. The ES10 (and similar) are not transparent to the source, excluding the timebase corrections. The Panasonic DVD recorders posterize the signal (color palette compression), and have some degree of temporal NR. That noise reduction can cause ghosting of motion, and oddities in the image.

Ideally you only want to use this setup when it removes worse errors than it adds.

Yes, this is best. As per reason above.
