Too vague.
The software is not loading?
Or the disc is bad?
Or the drive is not reading?

You need to figure out why. Process of elimination.
Try another CD-ROM in place of your current one.

You have to manually install it using floppy discs from microsoft site. I had that a couple of times when i had to reinstall windows XP. Your disc just don't have the file to install it, Usually its because of a virus on your previous installation and can mess up installing it again.
What you need is 6 floppy discs, go to http://www.microsoft.com/ then find the windows 98 setup discs.
This is for the setup of windows xp - http://www.microsoft.com/downloads/d...DisplayLang=en
The other option is you will have to reformat your whole drive, but you will still need the floppy discs to reinstall 98.
If its not their, then your pretty much can't do anything, It will just be easier to buy a new computer with XP.

Unless you know what you are doing reformating your drive is not the best option, its only to be used as a last resort. As it will completly wipe everything on your hard drive including your current instalation.
It will make the computer unworkable, which is why i said you will need the discs first before you do it. It's only to be used as a last resort.
But if you can't get the setup discs from windows, then make a boot disc for windows 98 and reinstall it.
Boot Disc for 98.
In Windows 98 and ME , click the START button (bottom left of your Windows screen) and choose Settings then Control Panel.
Double click on Add/Remove Programs. Select the Startup Disk tab and press the Create Disk button. Put a blank disk in the floppy drive and the machine will create a book disk.
After that all you need to do is access your bios system and set it to boot from the A:/ drive, so you can reinstall windows 98.

You can reinstall Windows 98 on top of itself to repair corruption.
No need to format.

Depending on your computer you should have received set up discs when you purchased your computer. I have Toshiba Laptops and they have proprietory systems which is nice because they have the set up discs included.

Does windows start in safe mode? Have you recently installed any software or hardware? That could be the problem along with a virus of some sort.
i'd try the reinstall first with the set-up disc assuming it came with one which it should do. Otherwise if you have important files which you haven't got backups of then buy another hard drive. Make that the primary disc with the os on it then have the other shish kebabed disc as a slave. That way you can still access your old files.
