I come to you with a problem that may be a quick one for someone else to solve or diagnose, but which has taken hours and hours out of my life:

Above is a link to a broken streamrip of an NCAA basketball game, broadcast on ESPN several years ago at
https://www.espn.com/watch/player/_/id/3245277 (no longer hosted). The video and audio remain in sync until about the 55:28 mark, when, for a reason I cannot fathom, as another set of commercials begins to play, the video plays at 2x speed while the audio remains unchanged. Thus begins an AV de-syncing that only gets worse as the file progresses, with each commercial break behaving the same, and the audio lagging further and further behind.
When I try to manually resync the lagging audio in VLC, to be able to clip out the portions of the broadcast I need, the video freezes while the audio continues, and the program must be restarted. If allowed to play without messing with any audio delays, the video doesn't freeze, except at the final frame, while it waits for the now thoroughly lagging audio to "finish up." This is true both for the file linked above, and for no less than three separate versions I've run through Handbrake using different combinations of encoding settings.
Continuing to try and fail at fixing this is hurting my brain. I'd be thrilled to end up with anything from one large file to multiple smaller files, so long as all the sync issues are eliminated and the file or files are stable enough to be clipped at the appropriate timestamps. FWIW, VideoRedo crashes instantly upon beginning to navigate through the file, and TS Doctor says "File is encrypted. Process Aborted!" upon opening. MediaInfo located here:
