It's not advertised (right now), but we actually provide hosting for small projects, hobbies sites, and businesses. What you want is a standard $75/year type cost. That's cheap.
If you want cheaper, to pinch pennies, then look at something like
Namecheap.
What you do NOT want to is seek questionable companies.

The problem with that is it requires lots of time and knowledge to even make the hosting work. A DO Droplet is just a VM/VPS, a blank canvas, no actual hosting yet exists. Definitely no cPanel.
Most people want to spent time developing sites, running business, partaking in hobbies, not simply making the website function to begin with.
Droplets are mostly good for development work, not really live production sites.
