First thing I'd try is another camera, a different tape that you know was recorded originally on a different camera, and different cables to see if that changes anything.
Could be that the issue is baked in from the original recording camera, bad capacitors, or possibly even a pinch roller issue. The pinch rollers on those sometimes like to come loose. Other common problems are often fixed by detaching the flat ribbon cables inside and reseating them (pushing them back in to their jacks), but there's obviously some risk of damage when you open the camera up to get at them and work with those potentially fragile cables.
You could also try wiggling the cables at either end while capturing to see if that reproduces or makes the problem better or worse which might indicate a conductivity issue at the connectors or cables.
